Important Notice for Producers Regarding the Special Enrollment Period, Compensation and Training Requirements

At Blue Cross and Blue Shield of Texas (BCBSTX), it’s our priority to ensure consumers who are going through important life transitions have access to the health care they need. We value the role you play in helping customers enroll in coverage outside of the open enrollment period, given they meet certain requirements.

As we move into the 2017 Special Enrollment Period (SEP), BCBSTX will continue to offer producer commissions for new sales of under 65 individual (ACA) policies. There will be no changes to the current producer compensation schedule.

Producers selling any policies as a result of a SEP must also complete BCBSTX-sponsored annual SEP training and affirm their completion to receive compensation for such sales. You must complete the training and affirmation by April 30, 2017, in order to be compensated for policies with effective dates on or after April 1, 2017.

Please be aware that BCBSTX will require documentary verification of a life event that qualifies an applicant for coverage during SEP. This will help us more effectively and efficiently determine eligibility and enroll those who need coverage.

We evaluate our commission structure on an ongoing basis and we reserve the right to make adjustments to compensation in accordance with the term of your contract.

We’re grateful for your continued support and commitment to serving our customers and our communities. Our strong relationships with producers are vitally important to us. Thank you for all you do in the individual market and all lines of business to help ensure access to quality health care for as many people as possible.

Mandatory SEP Training Now Available
Because our producers are so integral to the enrollment process, it’s critical that you’re fully informed on the SEP application process. BCBSTX has developed an SEP training for producers, including a detailed list of accepted documents for each SEP qualifying life event. The training also includes details on how and when we will contact you and your clients, along with the steps applicants can take to submit the required documentation.

Training Affirmation Required
Writing producers and subproducers are required to affirm completion of the SEP training by April 30, 2017, in order to be compensated for under 65 policies that have an effective date beginning April 1, 2017.

To affirm that you have completed the required training, first log in to Blue Access for ProducersSM. If you are a subproducer, be sure to log in using your own 9-digit BCBSTX-issued producer number and password. The affirmation must be made at the writing producer/subproducer level, not the agency level. Then go to the Producer Services section and select the “SEP Training Affirmation” link.
