2017 ACA Fees Update for Fully Insured Groups

Beginning Jan. 1, 2017, Blue Cross and Blue Shield of Texas (BCBSTX) will be adjusting the calculation of premiums for fully insured groups’ 2016-2017 renewals. This adjustment relates to expenses for two changes in Affordable Care Act (ACA) fees, which in the past have been included in the premium.

At this time, BCBSTX expects to make these adjustments because the temporary Transitional Reinsurance Program Contribution Fee (Reinsurance Fee) has not been extended past 2016, and the collection of the Annual Fee on Health Insurers (Health Insurer Fee) from insurers for the payment that issuers would owe in the 2017 year is currently suspended.

Adjustments to the calculation of the premium related to these changes will be reflected (for the appropriate time periods) in the fully insured group’s 2016-2017 renewal.
