Blue Access for EmployersSM: Fully Insured Group Bills and ACA Fees in 2014

Blue Cross and Blue Shield of Illinois (BCBSIL) provides up-to-date information about the Affordable Care Act (ACA) fees that begin January 2014, including:

  • Annual Fee on Health Insurers (“Health Insurers Fee”)
  • Transitional Reinsurance Program Contribution Fee (“Reinsurance Fee”)

Recently, an example of the 2014 group bill (paper version) was published to show how ACA taxes and fees will be identified in a separate line notice.

BAE – Fully Insured Plans
With January 2014 billing, groups will also be able to see the ACA taxes and fees amount online at Blue Access for EmployersSM (BAE). See BAE screenshot

Groups will be able to log in to their accounts for January billing by mid-December 2013:

  1. Go to the BAE home page and select “Billing” in the left-hand navigation, then click “Premium Bills” in the drop-down sub-menu.
     
  2. In the top center of the main screen, you’ll see “I want to view:” followed by a drop-down menu selection. Choose one of three selections (Bill Summary, as shown in the screenshot example, Employee Fees* or Current Employee Charges*), then click the “GO” button to the right.
     
  3. At the bottom of the screen under the Total Amount Due, you’ll see the asterisk with the notice that shows the dollar amount of the Health Insurer and Reinsurance fees (plus any federal and state taxes applicable to these fees).

*With the “Employee Fees” or the “Current Employee Charges” views, the user must click the second “GO” button.
