Quality Measures Help Assess Hospital Providers and Medical Groups

Blue Cross and Blue Shield of Illinois (BCBSIL) reports the following annual quality measures. Results help identify opportunities for improvement.

You can find 2012 Blue Star Hospital Report and the 2012 HEDIS Report in Blue Access for EmployersSM (in the Employer Resources section, under Doctors and Hospitals).

2012 Blue Star Hospital Report
The 2012 Blue Star Hospital Report – based on the 2012 Annual Blue Cross and Blue Shield of Illinois (BCBSIL) Hospital Profile – summarizes the results of quality and safety performance measures for 111 Illinois hospitals.

Hospital profiles are compiled using data collected from multiple sources, including: BCBSIL claims data, information provided by the hospitals, and publicly available information from entities such as the Centers for Medicare & Medicaid Services.

For the Blue Star Hospital Report, each hospital’s performance is reported for indicators in six categories: Structure, Process, Outcomes, Patient Experience, Efficiency and Informed Decision-Making. One blue star can be earned for each indicator, for a maximum of 11 blue stars. To help make comparisons more valid, the hospitals in the report are divided into five peer groups – for example, university-affiliated medical centers or community hospitals of similar sizes.

Each year, BCBSIL reports audited Health Care Effectiveness Data and Information Set (HEDIS) results for HMO Illinois and BlueAdvantageSM HMO. HEDIS is a nationally standardized set of measures related to important areas of care and service. Developed by the National Committee for Quality Assurance (NCQA), it is one of the most widely used set of health care performance measures in the United States.

The 2012 BCBSIL HMO HEDIS Report, which is based on 2011 data using HEDIS 2012 specifications, includes measures across domains of care that reflect effectiveness of care, access/availability of care and utilization. Audited HEDIS results are reported for HMO Illinois and BlueAdvantage HMO combined. Overall, the HMOs exceeded the national average for 25 HEDIS indicators.
